Citizens Education Advocacy is a course on the WHY, HOW, and WHAT of education advocacy for those who want to bring about changes for the better in the Philippine system of education.

The course is based on the experiences of ENet Philippines since 2000 in advocating to achieve the global goals of Education for All (EFA 2015) in the Philippines.

Learning from these experiences, the course addresses the question: How can we as citizens become effective education advocates toward achieving the global goals of Sustainable Development Goal 4 (SDG 4), or Education 2030, in the Philippines?

Learning Objectives and Outcomes

  1. Strengthen our motivations for engaging as citizens in Education Advocacy
  2. Broaden our understanding of education issues and initiatives at three levels: GlobalNationalLocal
  3. Co-develop ideas on effective citizen advocacy for education

Course Framework: Context – Content -Method (CCM)

The design of this course uses the CCM framework adopted by Philippine popular education advocates. 

Context: Program and organization. The course is originally designed for individual members of the various organizations affiliated to ENet Philippines. Though the organizations you belong to are already education advocates, this course will help you become individual education advocates, within your organizations, and in your other social circles.

Outside of ENet Philippines, the course is best taken by individuals who are already involved or planning to get involved in education programs. What you learn from taking the course and from taking part in education programs will reinforce each other.

You can take the course as an individual learner, but if possible, take it with a group of interested learners e.g. within your school, within your social organization, or within your community.

Content: The course will address the WHY, HOW, and WHAT of citizens engagement  in education advocacy, in three separate modules. The three topics are organized around the three keywords or generative themes: Education, Advocacy, and Citizenship.

Methods: The course offers original learning resources – text, graphics, and video. It also provides reference readings and website links to other learning resources. 

Integral to the course are learning activities and assignments, which will be part of individual learning portfolios. 

We encourage taking the course in small groups so you can benefit from the learning approach of Paolo Freire called “dialogical decoding. ”Consider the learning materials – texts, graphics and videos – as “codes” which you as learners “decode” through interactive exchange of interpretations.

The over-all guiding philosophy of our methods is “Learning from life, Learning for life. Hango sa buhay. Tungo sa buhay.”

We give a premium to insights from our life experiences  and observations, and we further validate them by applying them to real life situations.
