1st Pillar: Safe Learning Facilities
Safe Learning Facilities includes education authorities, architects, developers, builders, and school community members who will contribute to the decision-making of the design, plan, construction, and maintenance (including protected and continuous access to facilities).
The key responsibilities regarding public and private schools are t o:
- Select safe school sites and implement inclusive disaster-resilient design and construction to make every new school a safe school.
- Implement assessment and prioritization plans for retrofitting or replacing unsafe schools (including relocation).
- Minimize structural, non-structural, and infrastructural risks to make buildings and facilities safe for survival and evacuation.
- Design and construct school facilities that incorporate access and safety for people with disabilities.
- Implement a prioritization scheme for the relocation of unsafe schools and develop a plan for suitable alternate facilities for educational continuity.
- Design and construct facilities from non-structural and infrastructural risks from all sources to ensure children’s access to schools free from physical risks, including a safe interior for survival and evacuation.
- Adapt water and sanitation facilities to potential risks. Implement climate-smart interventions to enhance water, energy, and food security.
- Plan for continuous monitoring, financing, and oversight for ongoing facilities maintenance and safety.
